Lundi 2 mars, Emmanuel Macron a prononcé un discours pour présenter une version actualisée de la stratégie française en matière de dissuasion nucléaire, à la base de l’île Longue, dans la rade de Brest (Finistère). Il a notamment dévoilé un nouveau concept de « dissuasion avancée » et une augmentation du nombre de têtes nucléaires françaises. Pour justifier l’évolution de la doctrine, il a rappelé que plusieurs traités internationaux sont désormais inopérants ou menacés. Ainsi, l’architecture mondiale de maîtrise des armes nucléaires est si affaiblie, qu’Emmanuel Macron l’a comparé à un « champ de ruines ».
