L’idée selon laquelle les Etats-Unis revendiquent leur propre sphère d’influence n’est pas nouvelle. Mais jusqu’ici, les Etats-Unis pensaient avoir besoin de partenaires pour tenir ce type de position dominante dans le système international et devaient donc leur offrir quelque chose en échange. Désormais, l’idée dominante est que la coopération affaiblit les Etats-Unis. Les anciens alliés doivent donc payer un prix élevé s’ils veulent continuer à bénéficier de cette position dominante. Les Etats-Unis veulent rester une puissance mondiale, mais sans la responsabilité que cela suppose dans la stabilité du système international.
